The Town Clerk offers a wide range of services, including issuing hunting licenses, marriage licenses, collecting taxes, and providing notary services.

Laws established by the New York State Department of Agriculture and Markets, as well as the Town of White Creek, require every dog over four months of age to be licensed annually in the town where the dog is harbored.
- An original dog license can be processed in person at the Town Clerk’s office.
- Complete the dog license registration form.
- Provide a current certificate of rabies vaccination from a licensed veterinarian. Receipts showing payment of the vaccination will not be accepted.
- Provide a spay or neuter certificate if applicable (this information is often included on the rabies certificate, e.g., MN for male neutered or FS for female spayed).
- Submit the correct fee for the dog (see the Fees section below).
- Dog licenses are valid for one year. A renewal notice will be mailed to the owner by the Town Clerk before the license expires.
- The Town Clerk will issue a dog license tag, which is not the same as a rabies tag.
All guide, service, therapy, hearing, or detection dogs are required to be licensed. Upon presenting documentation (e.g., a letter from a physician or trainer) that the dog is a service animal, along with a current rabies certificate, the license fee will be waived.
Seasonal Dogs
Any dog whose owner does not primarily reside in the Town of White Creek may show proof of licensing from another municipality.
Fees
Spayed/neutered dog: $10.00 per dog
Unaltered dog: $20.00 per dog
Service dog: No charge
Replacement tag: $3.00 per
Parking permit tags must be obtained from the Town Clerk’s office where the applicant primarily resides. Part-time or seasonal residents should contact the office to confirm eligibility.
- Parking permits are issued to a person, not a vehicle.
- There is no fee for a parking permit.
Applications
Applications must be completed by a qualified healthcare professional such as a medical doctor, doctor of osteopathy, podiatrist, or nurse practitioner, as per New York State regulations.
Please note: A signed doctor’s prescription is not acceptable.

- Applicants must complete Part I of the application, and their physician must complete Part II.
- A completed application can be submitted to the Town Clerk along with the applicant’s driver’s license or non-driver ID card.
- If an applicant is unable to apply in person, please contact the Town Clerk for assistance.
Parking Tags
Permanent Tag
Permanent tags are issued to residents certified by a qualified healthcare professional as having a permanent disability, impairment, or condition. Tags are valid for up to five years, after which a renewal application is required.
As of October 8, 2008, physician assistants may certify permanent disabilities, impairments, or conditions.
Temporary Tag
Temporary tags are issued to residents certified by a physician as having a temporary disability, valid for up to six months.
If the condition persists after six months, a new certification is required for renewal.
Please note: Physician assistants are not authorized to certify temporary disabilities, impairments, or conditions.

Conservation Licenses (hunting/fishing)
- In order to obtain Hunting and Fishing Licenses, you are required to visit the Town Clerks office in person.
- If you are purchasing a hunting license for the first time, you will need to present an educational certificate that is relevant to the specific license you want to purchase, except for fishing licenses.
Applicants must be at least 18 years old to apply for a marriage license in New York State.
Marriage licenses are valid only in New York State. A marriage license is valid for 60 days, beginning 24 hours after the exact time it is issued.

Previous Marriages:
If an applicant has been previously married, they must provide a certified copy of one of the following documents for each prior marriage:
- Decree of Divorce
- Certificate of Dissolution of Marriage
- Spouse’s Death Certificate
Tax Collection
County/Town Taxes
- Tax Bill Mailing: Tax bills are typically mailed on the first business day after Christmas.
- Payment Deadline: Payments are due without penalty by January 31. A timely postmark is accepted as proof of payment.
- Payment Methods: Payments can be made using cash or check, payable to: White Creek Tax Collector. Currently, the Town of White Creek does not accept debit or credit card payments.
- Late Payments and Penalties: Payments made after January 31 are subject to penalties. Specific penalty rates and additional fees are determined by the Town of White Creek; please refer to your tax bill or contact the Town Clerk for detailed information.
- Transfer to County Treasurer: In early April (specific date varies), any unpaid taxes are turned over to the Washington County Treasurer. After this transfer, property owners must contact the Washington County Treasurer at 518-746-2220 to obtain the updated amount due, including penalties and interest, and for payment instructions.
- Online Payment for Delinquent Taxes: The Washington County Treasurer offers an online payment option for delinquent taxes through their website. Please note that this service is only available for taxes that have been turned over to the county; current taxes should be paid directly to the White Creek Tax Collector.
School Taxes
Please note: The Town of White Creek does not accept school tax payments.
- Tax Bill Mailing: School districts typically mail tax bills around Labor Day.
- Payment Instructions: Each tax bill will specify whether the school district or a designated bank is collecting the payment. Check the bill for the specific due date and payment instructions.

FOIL REQUESTS
● This website provides a FOIL Request form for convenience.
● Within five (5) business days, the office will provide a written response to the request.
Notary Services
Notary services are offered at the Town Clerks Office, where individuals can receive verification and certification of important documents. However, it is crucial to bring proper identification in order to utilize this service. Furthermore, the person seeking the notary service must personally appear and sign the documents in front of the notary. This ensures the authenticity and integrity of the documents being notarized.
Elections
● The Town Clerk works with the Board of Elections and the local Election Inspectors to coordinate Primary, General & Special Elections.
● Individuals over the age of 17 who are interested in taking on the role of an Election Inspector can reach out to either the Town Clerk or the Washington County Board of Elections at 518-746-2180.
● To access voter registration forms and absent ballot applications, residents can visit the Town Clerks office or find them on the website under the section labeled FORMS.
Record Keeper
The Town Clerk serves as the official records keeper of the town, with the responsibility of maintaining and documenting important information such as town meeting minutes, resolutions, and local laws. This role is crucial in preserving the historical and legal records of the town, ensuring their accessibility to government officials and the public.
Registrar of Vital Statistics
The Town Clerk handles birth and death certificates, ensuring accurate record-keeping and providing essential documentation for legal and administrative purposes.
